The Town of Gilbert requires all swimming pools to be enclosed by a solid wall, chain-link, or wrought-iron fence that is not less than 5 feet and not more than 6 feet in height. Openings must be sized so a 4-inch sphere cannot pass through or under the fence or gate. These rules appear in the Town’s Land Development Code and align with Arizona Revised Statutes § 36-1681.
Gates must be substantially the same height as the fence, self-closing, and self-latching, and constructed to prevent uninvited access. Residential pools are limited to side or rear yards and must not be closer than 3 feet from any property line. Climbable features (raised planters, decks, water features) should not be closer than 3 feet to a pool fence. The pool owner is responsible for providing and maintaining a compliant enclosure.
Above-ground pools are subject to the same barrier standards. Walls that are at least 5 feet high and non-climbable, with ladders or steps that can be secured, locked, or removed, may serve as the barrier in some cases. Otherwise a separate 5- to 6-foot barrier is required.
An authorized pool contractor can coordinate the barrier design with the building permit package so the enclosure is inspected and approved before the pool is filled.
